The President Mr. Alexander Lukashenko has approved
a resolution on flag of the Air Force and Air Defence
Corps of Republic of Belarus in his Decree number 17
dated 19.01.2005.
The emblem responding to 2/5 of the total flag width
is placed on a blue field of flag with yellow beams. This emblem
of Belarusian Air Force and Air Defence Corps has been
authorized on April, 22, 2003 by the Decree number 163 of
Presidents Mr.Alexander Lukashenko.
The official description is: The heraldic badge - emblem
of Air Force and Air Defence Corps of Belarus
represents stylized golden images of arrow, lightnings
and wings combined with a wreath from golden oak and laurel
branches, located in the center of a figured blue shield (baroque
type), golden bordered and topped with a five-pointed golden
star. This shield is located on a silver medal star.
This Decree is officially published in the National
Register of legal acts of Republic of Belarus.
This flag of Belarusian Air Force have similarity to
the flag of Air Forces
of Soviet Union as well to the modern flag of Air Forces of Russia.

This strictly follows the design of the Soviet
Air Force flag. The coincidence with the Ukrainian
national colors is just that - a coincidence.

Before 2012, according to Military Aircraft Insignia of the World [cos98] and <www.skytamer.com,
the VVS kept the former Soviet
insignia.

The national flag is used as the fin flash. However, there is not a standard pattern used for the flash; there is a waving flag and also a slanted flag.

It seems the Belarusian air force roundel was adapted in 2012:

I could not find anything official and this seems to be a private idea; such a change of emblem was not even discussed.
